Is technical inspection of agricultural machinery performed during the quarantine?
At present technical inspection of agricultural machinery is not performed. With regard to the present situation of quarantine, the Minister of Agriculture passed Order No. 3D-230 on 26 March 2020, whereby he changed the Procedure of Technical Inspection of Tractors, Self-Propelled and Agricultural Machines and their Trailers by addition of clause 81, where it is stated that if validity term of technical inspection ends after 14 March 2020, it shall be extended for the quarantine period in the Republic of Lithuania and 2 months afterwards.
It should be noted that drivers of any vehicles have to observe Road Traffic Rules. It is forbidden to drive technically disordered vehicles that do not meet the set technical requirements. Before starting the vehicle up, the driver of a motor vehicle, tractor or self-propelled vehicle has to make sure whether the vehicle is in order, has the first aid kit, fire safety, emergency stop marking and other means compulsory for certain type of vehicles. Besides, it is necessary to watch the vehicle’s technical condition in the course of the journey.
If the vehicle breaks down while driving and thus does not meet technical requirements, and the defect cannot be repaired, the driver is allowed to drive to the parking or repair place, while observing all the necessary precautions, except for the cases listed in clause 234 of the Road Traffic Rules. Therefore, the Ministry of Agriculture encourages the tractors’ owners to be responsible and not to drive vehicles with technical nonconformities.
