Baltic Sea Network for the European Agricultural Fund for Rural Development (BSN-EAFRD)

The Baltic Sea Network - for the European Agricultural Fund for Rural Development (BSN-EAFRD or the Network) was initiated as a result of the Baltic Leadership Programme Bioeconomy, funded by the Swedish Institute and implemented in 2016 in the cooperation between the Swedish Institute and the Ministry of Agriculture in Lithuania and the Ministry of Agriculture and Forestry in Finland in their capacity as coordinators of Policy Area Bioeconomy of the EU Strategy for the Baltic Sea Region (EUSBSR).
The core members of the Network are officials involved in the implementation of the rural development programmes (Managing Authorities, Implementing and Intermediate Bodies) from the EU Member States in the Baltic Sea Region (BSR).
The BSN - EAFRD is open to other relevant stakeholders engaged in activities related to rural development in the BSR, the implementation of the EUSBSR as well as to bioeconomy in general, who can join in as full members or affiliated partners. The Network can also invite experts to specific meetings if need be.
The Ministry of Agriculture of the Republic of Lithuania, acting also as a coordinator responsible for rural development within EUSBSR Policy Area Bioeconomy (PAC), has undertaken the role of a facilitator and promoter of the BSN - EAFRD. Their role will be to coordinate the Network’s activities and promote the results at the local, national and EU levels.
The aim of the Network –  to facilitate and strengthen transnational cooperation (TNC) in the European Agricultural Fund for Rural Development (EAFRD) in order to invigorate the link between the EAFRD and the EUSBSR.

November 23-24, 2017, Kaunas, Lithuania. The International Scientific Conference "Rural Development 2017: Bioeconomy Challenges" was held at the Aleksandras Stulginskis University. One of the important conclusion of the scientific discussions: in order to achieve a sustainable development of the world economy and society, it is necessary to create conditions for a faster development of the bioeconomy. In the conference Bioeconomic topics were discussed by researchers and experts from various countries, representatives of business, non-governmental organizations and the European Commission. Representatives of Ministry of Agriculture also participated in discussions and shared their insights on strengthening the links between rural development and bio-economy.

The second meeting of the Baltic Sea Region Network - the EAFRD (BSN-EAFRD) took place. The future of the network, the involvement of non-participating countries were discussed. Participants also exchanged information on the progress of the implementation of Rural Development Programmes in Lithuania, Estonia and Sweden.

June 14, 2017, Berlin, Germany. During the 8th EU Baltic Sea Strategy Annual Forum, representatives of the Ministry of Agriculture organized a seminar on "Rural development Programmes‘ contribution to the development of the bioeconomy in the BSR". The workshop focused to address the role of Rural Development Programmes in enhancing Bio economy in the BSR. This workshop tried to identify solutions to increase the effectiveness of Rural Development Programmes for the period of 2014-2020 and after.

April 24, 2017, Kirkonumi, Finland. First meeting of the Baltic Sea Region Network - the EAFRD (BSN-EAFRD). During the meeting participants of BSN-EAFRD network shared their experiences on the implementation of Rural Development Programmes, analyzed possible scenarios to facilitate international cooperation and possibilities for ensuring coordination between Rural Development Programmes.
